【19th NCCPC】NCCPC eyes on innovations and Bay Area Plan
Innovations and the Bay Area Plan are among the major focuses highlighted in the 19th National Congress of the Communist Party of China (NCCPC). Hong Kong is expected to be benefitted from these plans by developing its application technology and cooperating with Guangdong and Macau.
Increasing resources to speed up innovations
President Xi Jinping urged for enhancing the development of science and technology with an aim to turn China into the country of innovators and reach frontier areas of science and technology.
"We will strengthen basic research in applied science, launch major national science and technology projects, prioritize innovation in key generic technologies, cutting-edge frontier technologies, modern engineering technologies and disruptive technologies," Xi said during the NCCPC, which is China's most significant political meeting held every five years.
China will recruit more world-wide professional scientists and technologists as well as high-performing innovation teams in the coming five years, he said.
Shenzhen to beef up innovative collaboration with HK
Shenzhen is battling for a new production model to increase its production level from 2.7 trillion yuan to 4 trillion yuan by 2020, Wang Weizhong, Secretary of Shenzhen provincial committee told the Guangdong representatives group at the conference.
He wishes to strengthen innovative collaboration between Hong Kong and Shenzhen via Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, Front Sea Shekou Free Trade Area and other free trade zones
Shenzhen will reinforce cooperation between the two cities by supporting overseas innovation centres and setting up a laboratory with worldwide experts to unleash the Bay Area potential.
Prioritizing development of Bay Area
Xi pointed out that the development of the Guangdong-Hong Kong-Macao Greater Bay Area; cooperation between Guangdong, Hong Kong and Macao; and regional cooperation in the pan-Pearl River Delta will be prioritized.
“Policies will be improved to make it more convenient for people from Hong Kong and Macao to pursue career development in mainland China.” He added.
Hong Kong to facilitate well-rounded development
The Bay Area Plan comprises three major areas - Guangdong' Zhuhai city, Hong Kong and Macau. Hong Kong can maintain a partnership with places in the Bay Area, especially inside the border Science and Technology Park, said Dr Mo Pak Hung, Associate Professor from Department of Economics of Hong Kong Baptist University.
“Due to high population and education level, Hong Kong specializes in application technology while mainland China is good at original technology (first creation technology)", Mo said.
"Zhuhai adds value to the plan in terms of being a production centre. Macau provides capital support to technology development.” Mo added. This reflects that Hong Kong is treated as an associate to boost innovative technology development.
